UPDATE: Circulation of Final Environmental Impact Report / Environmental Impact Statement The circulation period for this FEIR/EIS is from Friday, July 12, 2013 to Monday, August 12, 2013.

The California Department of Transportation (CALTRANS) plans to widen and realign a portion of State Route 58 (SR-58) from a two-lane conventional highway to a four-lane expressway, extending from approximately 2.4 miles west of Hidden River Road to approximately 0.7 mile east of Lenwood Road, near the unincorporated Community of Hinkley, in San Bernardino County. The expressway would include: 12-foot standard traveled way lanes; 10-foot standard shoulder widths; and a 78-foot-wide median. Two interchanges would be constructed on the widened and realigned portion of SR-58 that will be constructed as an expressway; one at Hinkley Road and the other at Lenwood Road. All entrance ramps (westbound and eastbound) would have two lanes at the local road and would transition to a single lane prior to merging onto the expressway. All exit ramps would have three-way stops at the exit ramp intersections with the local road. Americans with Disabilities Act (ADA) compliant curb ramps would be included, where applicable. Lenwood Road would also involve improvements to accommodate the Burlington Northern Santa Fe (BNSF) rail line. The project proposes access to non-motorized transportation modes (i.e. pedestrian/bikes/equestrian) by providing 6-foot wide sidewalks as well as standard 8-foot shoulders across the two overcrossing bridges at Lenwood and Hinkley Roads. A short length of the existing SR-58 at the east end of the project would be realigned to tie in to the Lenwood Road westbound entrance and exit ramps. The widened and realigned expressway being constructed is planned to be on a fill section (elevated sections of a roadway). All locations with large vertical surfaces (i.e., retaining walls and bridge structures) would include aesthetic/architectural treatment to prevent graffiti.
Caltrans is the lead agency under the National Environmental Policy Act (NEPA) and under the California Environmental Quality Act (CEQA).
The Final Environmental Impact Report/Environmental Impact Statement (FEIR/EIS) prepared for the State Route 58 Hinkley Expressway Project was approved by Caltrans on June 27, 2013 and is now being circulated. The FEIR/EIS tells why the project is being planned, what alternatives were considered for the project, how the existing environment could be affected by the project, the potential impacts of each of the alternatives, including the identified Preferred Alternative, Alternative 2, and the planned avoidance, minimization, and/or mitigation measures. The FEIR/EIS includes Caltrans’ responses to the comments Caltrans received in conjunction with public circulation of the Draft Environmental Impact Report/Environmental Impact Statement, which occurred between Friday, January 4, 2013 and Tuesday, February 19, 2013.
Full consideration was given to the technical studies prepared for the alternatives, and data was carefully analyzed for all alternatives on an equal basis. After comparing and weighing the benefits and impacts of all of the feasible alternatives, at a Project Development Team (PDT) meeting on December 6, 2012, the PDT identified Alternative 2 as the preferred alternative, subject to public review.
On February 26, 2013, following conclusion of the circulation period for the Draft Environmental Impact Report/Environmental Impact Statement, and after careful consideration of the comments received during circulation, the PDT affirmed that Alternative 2, initially identified as the Preferred Alternative at a PDT meeting in December 6, 2012, to be the final identified Preferred Alternative for the project. The circulation period for this FEIR/EIS, as noted above, is from Friday, July 12, 2013 to Monday, August 12, 2013.
